BILEĆA - RS prime minister, Gojko Kličković, stated in Bileća that the development of the hydro-system "Gornji Horizont" in Bileća is the prior task of the RS Government which would insist upon the project completion. Being present at the beginning of reconstruction works at the Fatnica - Bileća tunnel for voter drainage from river Trebišnjica by which agricultural land would be bettered, prime minister Kličković stated that included within the planned "Gornji Horizont" system was the building of the hydropower plants "which would provide both new 140 million kV per year and 270 hectare of most usable agricultural land", Kličković explained.

Serb Republic and Energy Financing sign tunnel construction deal
22-10-01  An agreement worth 26 million Euro was signed on 22 October in Trebinje between the Republika Srpska's [Serb Republic] utility company Elektroprivreda and London-based Energy Financing on the continuance of the construction of the tunnel Fatnica, Bileća accumulation.
On behalf of the orderer, the contract was signed by Serb Republic Minister of Energy and Mining Bosko Lemez, Serb Republic Elektroprivreda Director Svetozar Acimović, and Director of Hydro-Electric Power Plant on Trebišnjica river Slobodan Saraba.
On behalf of the investors, it was signed by Energy Financing Director James Knight and Serb Republic Hidrogradnja company Director Radojića Mandić. The works will be completed in two and a half years, and the invested funds will be repaid through the power supply in the next seven years.
Serb Republic President Mirko Sarović said this was one of the biggest projects so far, which will open new jobs and possibilities for many Serb Republic construction companies. "This investment will mean a turning point in the economic development of the area," Sarović said.

Fatničko Polje-Bilećko Jezero Tunnel Construction Suspension Reaction:”Hidrogradnja Workers Threatening Protests”
"The workers of the construction company “Hidrogradnja” from Srpsko Sarajevo threatened they would organize protests in Banja Luka if the RS Government does not compensate for the interruption of work on the Fatničko Polje-Bilećko Jezero Tunnel, which left 500 workers of that firm without a job. The “Hidrogradnja” Union called on the RS Government representatives in Monday’s statement to come to Bileća within three days and explain their decision for interrupting the work on the Fatničko Polje tunnel. “We are requesting a meeting and an explanation. If we do not get it, we are coming to Banja Luka,” said Obren Elez, the President of this union. People in the “Hidrogradnja” Union claim that the RS Government made the decision on interrupting the work and the ERS leadership is simply the executor of this decision. The “Hidrogradnja” workers claim that the “elected RS representatives are currying favor with the OHR with such a move in order to remain in power at any cost. On Monday, the chiefs of East Herzegovina municipalities and envoys to the RS Parliament from this area also called on the RS authorities to remove the restrictions that are interrupting the work on the tunnel. The RS Ministry of Economy, Energy and Development said that the new Managing and Supervisory Board of the ERS, with the RS Government’s consent, would make the final decision on this project." –SD (P. Fatničko Polje-Bilećko Jezero Tunnel: "Five Days for Hope"
"The most important work on the drainage tunnel from Fatničko Polje to Bilećko Jezero will be continued, but only until Tuesday, May 27th, when the future of this work will be determined. The value of this job is $26 million. On Thursday, the RS Government made the decision to resume the work for five days. This decision was made on the basis of the report of the Commission for Reconsidering the Realization of the Project and the contract to complete building the Fatničko Polje to Bilećko Jezero drainage tunnel. This Commission concluded that the building of the tunnel was justified and that the work should be continued. On Thursday evening, London’s EFT Company’s representative, Ranko Cokorilo, stated for "Glas Srpske" that he did not receive a more precise explanation from the RS Government about what it meant under the term the "most important work". The EFT leadership suggested us to protect the equipment regardless of the ban. "We will do it because it is about privately owned property," said Cokorilo. He said that they were waiting on the instruction of the Project Chief, Slavenko Scepanović, after which they would know what to do. The RS Minister for Economy, Energy and Development, Milan Bogicević, said at a press conference held after the session, that the RS Government finds that the work should be carried out and completed. "8 million KM has been invested in constructing the tunnel and more than 75% of the work has been completed while damage for not continuing the work costs 10,000 KM per day," said Bogicević, while explaining the RS Government’s estimates. After a thirteen-day pause, the construction of the "Fatničko Polje-Bileća Tunnel" continued Thursday. On Wednesday, in accordance to the RS Government’s decision, Acting "Elektro-Privreda" General Director Pantelija Dakić made a decision to continue the work on the mentioned "Fatničko Polje-Bileća Tunnel". The work was suspended May 16, 2003. A written order for the continuation of the work on the tunnel was delivered to the Hidro-Gradnja Enterprise, the contractor from Srpsko Sarajevo. The enterprise invited approximately 500 of the company’s workers, who are engaged in that project, to come back to work. –BV (summary)

Translated Article :.."The OHR refused to comment whether the First Deputy HR, Donald Hayes, changed his stand about justification of continuing the work on the tunnel Fatničko Polje-Bilećko Lake, with which he introduced the RS Elektroprivreda’s leadership. “We do not comment the whole business correspondence. The RS Government is responsible for resolving all problems that were mentioned in the auditor’s report about the situation in the RS Elektroprivreda,” the OHR stated. The conductor of works on the tunnel in Fatničko Polje “Hidrogradnja” from Srpsko Sarajevo has recently asked from the RS Elektroprivreda to pay 370,642 EUR of compensation for interruption of the works on that project from May 17-29 of this year. The ERS Directory said that the bearer of duty of company’s General Director, Pantelija Dakić, received such request from Donald Hayes. The ERS pointed out that entire problem was additionally complicated after the second Hays’s letter “in which he framed from his first letter in which he asked for interruption of that project.” They stated that Dakić presented both letters on June 13 at the session of the ERS ruling board in Banja Luka. The ERS Directory also claims that the “Hidrogradnja” is not legitimate to submit the request for compensation, but only the London company EFT can do that because it is in charge. According to the auditor’s report, “Hidrogradnja” is partner of the London Company EFT in construction of the tunnel. Referring to the agreement of those two firms, EFT was supposed to pay to “Hidrogradnja” all works it conducted, while the London firm was supposed to receive the surpluses of the power as the compensation within several following years."  –td (P. VEČERNJI LIST on Construction of Fatničko Polje tunnel.
"(front, "Serbs take water from Herzegovina" and pages 4 and 5., "Hutovo blato becomes - desert", by Milo Jukić) - an article on construction of the Fatničko Polje tunnel-Bileća lake tunnel and possible consequences if the construction goes ahead. The daily carries that Professor Ibrahim Busatlija from the University of Sarajevo claimed that all the waters that make up river basins of rivers Bregava, Buna and Bunica from Stolac to Buna near Mostar, will end up in the Bileća lake if the construction of the tunnel goes ahead. According to the head of the Stolac Municipality (in resignation), Željko Obradović, the project on construction of the tunnel was prepared before the War, adding that the further analysis show that the realisation of the project would disturb underground waters in the area, meaning the waters would be re-routed to other areas. On the other hand, Dr. Mato Uljarević, who received the journalist at the very construction site, says those claims do not respond to reality."

Original Text :..."TREBINJE - Kišovita zima i proljeće uslovili su da proboj tunela Fatničko Polje - Bilećko jezero, koji se radi za potrebe trebinjskog preduzeća Hidroelektrane na Trebišnjici bude obustavljen na duži period. Podzemne vode su tokom izgradnja je nastavljena.
...."KRTICA" NA POVRŠINI
Prema riječima nadzornog inžinjera ovog objekta Slavka Vukalovića, "do proboja tunela ostalo je da se 'odradi' svega 36 metara i taj posao će dovršiti mašina samobušeća glodalica".
Druga mašina 'krtica', koja je 'pod zemlju' otišla još 1986. godine, kada je tunel i počeo da se gradi, završila je svoj posao i sada će pojedini njeni dijelovi biti izvučeni na površinu. Osim pomenutih 36 metara ostalo je da se probije i 'džep od 115 metara', manji tunel iz Fatničkog polje, koji je radnike na tunelu štitio od podzemnih voda ovog i Dabarskog polja.
Cijela posao treba biti završen do kraja juna, a radnici Hidrogradnje iz Istočnog Sarajeva, koja je izvođač radova, nakon duge pauze spemni su završiti radove u zadanom roku.
Ovaj projekat je trenutno najskuplji u Bosni i Hercegovini. Njegova realizacije počela je još 1986, a prekinuta je izbijanjem rata. U tih pet godina uloženo je oko 60 miliona američkih dolara. Radovi su nastavljeni u julu 2002. godine, a prema procjenama stručnjaka, ovaj dio radova koštaće dodatni 51 milion KM.
Kada tunel, koji se inače radi u sklopu projekta Gornji horizonti bude završen, u vještačku akumulaciju Bilećkog jezera, osim već postojećih, biće usmjerene i sve vode Fatničkog i Dabarskog polja, koja su sada veći dio godine pod vodom.
....DODATNA ENERGIJA
Osim što će se ta polja sa oko 4,700 hektara sada moći normalno obrađivati, sistem Hidroelektrana na Trebišnjici nakon izgradnje još dvije manje hidroelektrane, Dabar i Nevesinje, proizvodiće dodatnih oko 140 gigavat -časova električne energije, što po postojećim cijenama znači oko 10 miliona KM čiste dobiti."
